Yes, that´s the way, kannel connects to SMPP servers, and playSMS talks to Kannel. One piece at a time. First, be sure that kannel is connected to SMPP, and you can send messages through it (kannel http api). Then, configure kannel´s playSMS plugin, create a SMSC and so on. Isn´t trivial, but works very well.

There is something wrong with your kannel config file. Try to run bearerbox by hand, to figure out, or look into log files.
