Send rate using gsm sim newbie question

There is setting in config file that you can change speed of sending sms. Please read other posts in forum.

Variable to send between sms and sms

Good afternoon, I use PLAYSMS with Kannel and 3G modem. I need to know if there is any way to configure variable between sending and sending sms, since if I use the normal speed of playsms it generates congestion in the antenna of the provider and the messages are not sent correctly TY Slds.-
