How to install and use PlaySMS on windows

I’m new here this is my first time I post, I have come across this app. website as I was searching for a free open source bulk SMS sending software/tool and I found this app.

but I don’t know how to install this app on my windows PC and how to use it.

is there anybody can help and tell me how to do that?
