[solved] Restriction by user created

The system has a limit of 20 users.
If you create the 21st user, the 1st user is automatically deleted, i.e. only 20 users can exist in the system at a time.

How to remove this restriction?

Just to make sure, have you checked page 2 ? Its 20 entries per page.
